Hello,You could make a table with an elevated wood border.Then line this with a rubber membrane or an old pool lining.We at the garden center made one ourselves for the aquatic plants.BUT be very careful.If the water does not drain you could have rotting problems,if the roots sit in water too long.
As for the problem with aeration,just put a fan (regular home fan) have it on all the time to circulate the air,and this should take care of some of the rotting problem you encountered.
