I use either a shuffle hoe or the wheel hoe my husband built, which
is a shuffle hoe with a wheel in front. For effective hoeing do it early
and often when the weeds are just emerging. I got out as soon as
possible with hoeing this year and have easily kept the weeds under
control despite lots of rain through may and now June.
I do use mulch on many things but weeds do come through and have to be
hand pulled which takes a lot more time than hoeing.
Eliot Coleman in his book "the New Organic Grower" has a lot to say on
hoeing-the best hoes, how to stand, when to do it, etc..
