I've had the same thoughts.
Isn't a lovely thought to think of each city and town ringed
by small farms/large gardens producing a large share of the
area's food?
Fresh is always better: I'm willing to eat seasonally to be
able to have good FRESH veggies. And with high tunnels
(hoophouses), and other season extenders, it's very
feasible.
I understand that Paris is ringed by market gardens - the
French, of course, insist on good, wholesome, fresh food.
