Would an aerator like the one

Effective aeration is directly dependant on bubble size + length of
exposure. The smaller the bubble the greater the surface area a fixed
volume of air has. Even if a fountain works somewhat it can be done for
far less energy with a diffuser of some sort, though not as
dramatically. Search for online aquatic supply house catalogs for
details.
