How did you derive the range you mention?  Measured temps at about 300 hundred meters lower elevation are generally between 10C and 21C year around with slight variations between wet season and dry season.. What I have observed at the site is very close to this.

Phil,

That makes it -11 C  to +31 C all year round?  Interesting!

According to a study by Rolf Derpsch, no-till is mostly practiced in the

US (about 19 million hectares) and in Latin America.  While most no-till

in the US uses herbicide-killed cover crops, you may be able to find

traditional practices such as "tapado" that don't rely on herbicides in

Latin America.  Often best to look close to home.

Phil,

What do you mean by constantly cool climate? Do you

live in the Arctic?

The presence of a cold season is no impediment to no-till,

whereas, a dry season can be a problem.

Do you have any input on constantly cool climates?

One thing tillage does is expose more soil to the air, which oxidizes the
decomposed organic matter or humus faster. Since humus breaks down faster
in warmer climates, tillage speeds it up even more. The result is lowered
microbial populations and poor soil structure.
