What do you mean by constantly cool climate? Do you
live in the Arctic?
 
The presence of a cold season is no impediment to no-till,
whereas, a dry season can be a problem.

One thing tillage does is expose more soil to the air, which oxidizes the
decomposed organic matter or humus faster. Since humus breaks down faster
in warmer climates, tillage speeds it up even more. The result is lowered
microbial populations and poor soil structure.
