I used to walk along railroad tracks as far back as the early 40's.
I recall seeing a tar like substance oozing out of ties in hot weather.
I don't think I'd want to use them next to a garden, or where they might be uphill from one.
I plan to try alternatives, including stray stones and chunks of concrete and blocks.
One alternative would be the landscape timers they sell at places like Home Depot and others, but that can get costly.
I did use those in front of one place I lived, only drawbacks are the reddish color comes off, and they sometimes warp.

in which I expect the treatment is minimal."
