Someone has already pointed out Richters in Canada:

www.richters.com

They have Bocking #4 and #14. I bought six plugs of each and set them out in late spring. It's astounding how much they've developed.

For making your start, I'd recommend buying some of these high-producing clones. Once you have even a few plants well established, you can propagate all you like--comfrey is incredibly easy to propagate.
