That's a markup schema for the Standard for Product Labeling:

Eh, hard to say. It's just an XML document. Any XML-aware editor should
be able to read it.

Where did you get the idea that this has anything to do with Web pages?
It's markup - there was markup before the Web. It's intended to mark up
document information in a structured manner. Whether that has anything
to do with the Web is doubtful. And whether your documents are intended
to be "documents" in the Word sense is also doubtful. Looks to me like
someone is trying to give you labeling information and expects you to
use it as appropriate; not that they're just asking for the ability to
send you "documents" in other than Word format... I'd read up on the SPL
schema and find out what the heck it's supposed to be before I assumed
the files they were sending were "manuscripts".
