You can view XML documents in a browser (Firefox or IE).
I think ms word will open XML documents. I know Open Office will.

You can find sample SPL and eCTD documents to grab, and view them in a
browser to see what they look like.

You can also download some free XML editors like Peter's XML editor or
context.

There is a publicly available tutorial about XML at
http://www.ibm.com/developerworks/views/xml/library.jsp

There's an article at about.com that's probably relevant to you at
http://biotech.about.com/od/strategy/a/XMLAuthoring.htm
