That actually happened in Japan, when they were building the Tokyo Narita airport, they had to buy out many small landowners and farmers to build. There was one old man who refused to sell, even as the offers got larger and larger. So they built the airport around him. A few years later, after he died, his family sold the land to the airport, and they filled in the hole.*

*disclaimer: i don't know if its really true or not, i heard it several years ago from someone @ NWA, we were touring their ops center at MSP, and there were arial photos of the major hubs along the wall and someone commented on the square of land in the middle of the airport... *shrug*

On thing though: from the way I read the court ruling the land has to
be seized for "joint public/private development". Granted, this kind
of development is just about every kind that involves a city or town
council, even at a basic level of involvement.

I'd say I guess my retirement home will be in the swamps of Florida
but Disney might level my shack for another roller-coaster. Whoopie.
