True. They operated right off the Hatteras shore taking out supply ships.
Not really until the after PH (see timeline in previous post). US costal waters were off-limits until after Pearl Harbor. Lots of ships were sunk right after this because US ports were not on a war footing and were not blacked out, making ships leaving port easy targets for U-Boat commanders.
