I did some mind-refreshing and fact checking and came up with this: The
phrase is still available on generally-issued passenger plates, but the
presidential vehicles no longer have them (Clinton was a supporter of DC
statehood/Congressional voting rights, but Bush does not want to get into
that issue, apparently).
