At least the developer in Southern Village has the right idea-- not only did he give Weaver Street Market a good deal on rent, he ponied up $150,000 of his own money to lure them there. Now he has an anchor store to generate traffic to lease the rest of the retail spaces in the building, and there's only one small space left.
