There's been a GPG port to Windows XX for a while, and it works very
well. There's also a plugin for Outlook/Outlook Express to make your
life easier.

http://www.gnupg.org/ - not available for 1.0.7 yet, but a 1.0.6.
Windows is available.

http://www.gnupg.org/frontends.html - plug-ins for Outlook/OE, Eudora,
Mozilla's Mailer, an MUA for OSX, and more.
