Pop before SMTP means that in order to send mail you first must login
to your pop account. This is a basic method of userid verification for
smtp services.

You could try setting up you pop userid / password on the SMTP tab of
evolution.

If it's not to painful for you, the current Evo 1.0.8 has _many_ bug
fixes over 1.0.2.
