Actually I do more than complain. Spammers most often hide the source and
path of the email making it difficult to complain to the ISP, but Spamcop has
software that figures out where the email came from, and then allows you to
send a detailed complaint email to all parties involved. I'm pretty careful
about who I send this to, since you don't want administrators to start
ignoring SPAM complaints. This often results in the spammer's ISP closing
them down.

I've personally get a registered letter from my ISP every time I send an
email to one of our mailing lists, so I know that at least some ISPs do pay
attention to complaints.
