Hi Ray,
If he was hunting them, he may have been hitting different areas, therefore different coyotes.. also, likely if you thinned them in one area, they would "fill in" from the edges to take advantage of the extra food (the neighbor coyotes would expand their range).
I knew a guy up here who did that years ago, but it took some skill and learning.....as I recall.....biggest key was where you set up (location, location, location)......you had to guess which direction they were likely to come from......arrange a spot where they couldn't see you... and where they have to come upwind towards the sound across an open area but within range (they always want to approach from downwind and scent what is upwind, and then circle around the prey at the end - preferably under cover)..
Any that sense you in any way (detect sounds that aren't wounded rabbit, see you or scent you) would be long gone and would never fall for that again - but you may not even know that they had been there and left.... so some percentage kept coming in (and likely some percentage kept staying out).

Maybe they grow stupid coyotes in North Dakota...
He never seemed to have any problem finding them, and there were always enough. 'Course, that just proves your point.

The baby rabbit call is fine until they figure it out. You can shoot
coyotes (well, the slow learners anyhow) all day, and still have
plenty of survivors who can go forth and repopulate.
I have nothing against shooting coyotes, but it's not terribly
effective in protecting livestock.
