See Lynda; you are (I'm tired of this expression) 'thinking outside the box';
you are saying we should do these things the 'smart' way -- which is what I
wrote. I haven't thought through a lot of the details like you have, but I
know the 'one size fits all'--in every locale--all of the time ; just is not
right.

Instead it is 'easy', and rewards the same people who have already
implemented schemes that don't properly work. You can bet that the folks who
created the economic disaster with "the big dig' in Boston, will be right
back at the trough for more slop with this next round of government money;
just like the complete failure of a U.S. auto industry is slurping their slop
today..................
