There is plenty of water in the desert, just not enough to the millions of
people and millions of acres of crop land.

Exactly. My parents' well in Quartzsite, Arizona--serious parched desert--is less than a hundred feet deep. We Midwest and Eastern ruralites all know people in high-rainfall parts of the country who have much deeper wells. My second-closest neighbor back home in southern Missouri had his well--over two hundred feet deep--run short a couple years ago. Average rainfall there is about forty-two inches per year.
