Doreen, my two cents: First, peonies hate being buried too deep. Too deep and they will grow leaves, but not flower. When you mulch them, it is crucial, at least here in Alaska, to remove the mulch in the spring as even just an inch or two of compacted mulch makes the plant "think' it is planted too deep. One reason they might not be flowering where they are is because of the leaves in the fall and their accumulation. Have you looked into that before moving them? Second, make sure you put them exactly at the right height. You know, just below the crown etc..... Good luck...don't forget the mycorrhizal and compost!
