Just wondering if he's sure it's a horse chestnut. We have some in the nursery that were grown from nuts and they're about four years old...and 8-9 feet tall. For his to be only 10 feet tall after 12 years...even with deer browsing...seems a little odd. One source says that once the nut has germinated it can grow three feet in its first year. Botanically the horse chestnut isn't related to the American chestnut.
