Melanie,
I just got some information over the wire regarding the Free Trees and Plants web site. This web-based organization, set up by a woman named Cheryl Richter out in Nebraska, receives nurseries' overstocked trees and plants, apparently in good-to-great shape. They are processed and shipped by disabled adult. The unit sale price is $6.95 per item. It might be more than you want to consider on your own but perhaps you could partner with an existing organization in your area.
Also, have you thought of calling Habitat for Humanity in your area? They can usually get volunteers and get local sponsors to pay something for your materials.
