OK. I also remove pkgdata, so no worries.

What should happen: If DOCBOOK_DSL is not defined, use the distribution's
HTML. A userguide.dsl will be generated, but not cause jade to run
because the script will find the distributed HTML first. So, no, we don't
have to distribute userguide.dsl.

If DOCBOOK_DSL is defined, we try jade. If jade fails, we generate a
stub. Someone who has DOCBOOK_DSL defined in a way that prevents Jade
from generating a UG should unset DOCBOOK_DSL (or set it correctly).

You might be getting a rebuilt UG because you define DOCBOOK_DSL? That's
expected behavior.

I tried; I'm sorry. CVS couldn't merge our changes; they were conflicts.
I had to merge things with patch(1), and I guess I dropped some stuff.
