I don't mean to discourage you if this is really what you want/need, but
wouldn't ODBC be a better way to accomplish the same goal? There is much more
code in the world written for ODBC than there is for any other single database
API, and most database engines provide ODBC drivers.

If applications are coded to SQL server in particular, it may be that a 'TDS
emulator' is your only hope. But as James mentions, this TDS emulator may
also need to convert the SQL *language* as well as the *protocol*. If you're
going to take on such a task, however, I think you've come to the right place.
FreeTDS will provide a good starting point for you.
