May be "implemented" was the wrong word. "Packaged" would be better.
Then there is the license problem, which is quite strong for Debian.
For instance if a program requres JDK (and can't be compiled with a
free alternative) the program can't go into "main" Debian but just in
"contrib". I would really dislike this (if it would be the case which
I don't know).
