For what it’s worth, Rom 1:19, in speaking about another divine revelation, uses language similar to the EN + dative of indirect object in Gal 1:16.

Rom 1:19 – TON GNWSTON TOU QEOU FANERON ESTIN EN AUTOIS,
HO QEOS GAR AUTOIS EFANERWSEN

>Note how the second clause uses simply AUTOIS without the preposition, underscoring the point made previously that the EN EMOI of Gal 1:16 is equivalent EMOI alone (with perhaps more emphasis).

Again, context is virtually everything. v. 20 (connected with *gar*) makes it plain that the content of this "revelation" is the created world. Thus, *en autois* does not refer to a private, internal revealtion, but what is evident "in their midst" (en autois = among them). *autois* has a different function, serving as the indirect object of *ePanerWsen*.
