It allows you to commercially exploit transformations, which fair use for
the most part doesn't allow (even though we all probably think that it
should).

Fair Use Plus would be closer to what we're doing. We're trying to be
very careful not to simply codify fair use. There'd be no point in that,
and it might even be dangerous.

Maybe we should work on the wording to make sure that this encourages
above and beyond fair use.
