Fair Use Plus would be closer to what we're doing. We're trying to be
very careful not to simply codify fair use. There'd be no point in that,
and it might even be dangerous.

Maybe we should work on the wording to make sure that this encourages
above and beyond fair use.

what 17 USC section 107, Limitations on Exclusive Rights: Fair Use,
allows? Just the attribution requirement, and the implied promise
not to sue? Maybe the name should be something like 'Fair Use
Encouraged'.
