Isn't this reinventing the 'copyright' value of rel? http://www.w3.org/TR/html401/types.html#type-links

No, copyright asserts who has ownership, this describes the terms of use by connecting to the license

Also, if I read the normative XMDP correctly, what's going on here is that a new 'link type' is being defined--hence, it is usable on the <link> element too, not just hyperlinks? Putting document properties in an <a> element is just weird; I'm going to pull it out of the <a> element in my WordPress CC tool and put a <link rel="license"> in <head>.

<a> elements are useful as humans can see and click on them. This includes authors, who are often surprised when you tell them what is in their <meta> and <link>
