In this instance, "free" is equivalent to "gratis".

Ouch! No sooner have I complained about NC-SA than someone gives a good reason for using it.

I think Drew's sense of people's motivation for using it is right; it was certainly my initial motivation and I still know many bloggers who use it for precisely that reason. It's just that I hadn't and they haven't really thought about the consequences of combining those elements.
