i don't think that's an accurate characterisation and it's certainly not the intention of section D or the guidelines at all.

D(1)(d) permits a not for profit organization to, for example, use an NC licensed work on its site even though it asks for donations.

but the optional nature of the monetary contribution under D(1)(d) does not permit an NC licensed work to be sold. when an NC licensed work is sold, the exchange of money is _conditional_, not optional.
