I'm not sure what you're saying here.
I can't take a CC-BY-NC work,
create a derivative,
and license the derivative CC-PD.

I can take a CC-BY-NC work, create a
derivative, and license that derivative
CC-BY-NC-SA (although I would probably
call it CC-BY-NC-S to drop the "Alike" part)

On any license except sharealike, you
can license a derivative the same or with
more restrictions as the original.
You cannot license a derivative with
fewer restrictions than the original
author gave out in the original license,
because you don't ahve those rights to
give out.

ShareAlike says you have to license
all derivatives the same as to original.
Derivatives can't be more restrictive,
and they can't be less restrictive.
(with the always present except of
attribution, oy)
