So I think we're clear that CC HQ (by this I mean the overarching nonprofit) is technically qualified to apply, since it is an international organization and we have a EU transparency register number. The question is whether it is strategically advisable for CC HQ to do this, or whether it would be better for a more purely Europe-focused org like COMMUNIA. Of course CC is a member of COMMUNIA and there are several CC members actively contributing to it, so that's a plus. In general I think it would be good for one or both orgs to join and test the waters.

The requirements talk about associations or international organisatons that are registered in the EU Transparency Register, so legal personality is a condition of participation.
