I just talked on the phone with the Portuguese cultural contact point and this is the info that I got, concerning advocacy networks (the ambassadors' category is meant to cover orchestras, theatres, dance companies, etc):

1) The annual operating grant is deemed to cover all of the operating costs of the advocacy network, ie the organization with legal personality that is responsible for managing the network. That's the organization that has to apply for the grant and only its costs (salaries, consumables, travel costs, etc) are eligible; the costs of the other organizations who are part of the network are not eligible. 

Problem: CC Europe doesn't have legal personality and CC HQ doesn't have an office in one of the countries taking part of the programme. Since the advocacy networks must have legal personality (apart from the legal personality of the network members), how can we apply?

2) The grant is calculated on the basis of a fixed amount per staff member employed by the organisation for the purpose of implementing the proposed work programme. It covers all persons working on the implementation of the work programme proposed by the organisation, such as managerial, secretarial and auxiliary staff on its payroll, but excludes subcontractors,  volunteers and persons on practical training courses. Musicians and other artists may be included  in the calculation even if they are not formally staff members and receive only a per diem allowance and/or reimbursement of travel costs. 

Problem: If there's a meeting/event, the costs of the meeting/event itself are eligible, but as far as I understood it will be difficult to fund the travel costs of the members of the other organizations that belong to the network.

3) The activities to be taken into consideration in the calculation of the grant are those which relate to the permanent activities of the organisation and which are relevant to the objectives of the Culture Programme. We don't need to have a specific project in mind, since the work programme will cover only such activities.

4) Without prejudice to the maximum 80% co-financing rule, the grant requested must not exceed the following scales (for advocacy networks):
(a) 75.000 for projects < 100.000;
(b) 80.000 for projects > 100.000 to < 120.000;
(c) 120.000 for projects > 150.000.

Problem: There's a limitation of budget increases in relation to previous financial years. The estimated expenditure on the implementation of the work programe cannot increase by more than 10% the actual expenditure incurred during year n-2, year n being 2012.


If anyone has more informations or wants to correct these ones, please go ahead. 

This is the last year this grant is available. From the next year on, the EC will only fund specific projects, and not organizations.

the German contact point is in Bonn, so to meet with them would be a bit
problematic on the logistic side of things.

To kick off a list of possible activities:

- coordinate policy statements on European as well as national legislation
- organise meetings and other events aimed at fostering collaboration
and exchange between
-- the participating projects
-- GLAM institutions and activist groups
-- key actors of the various communities concerned with things open
- conduct studies and surveys on open access, open content and free
culture in Europe
- promote alternative licensing under standard models such as Creative
Commons, GPL, ODC
- organise outreach events for the free licensing community
- ...
