Yes, there is a config file. Somewhere in /etc (IIRC).
/etc/vga/libvga.config First get it working as chipset VGA (uncomment it near the end of the file). If that works, then for better resolutino try chipset VESA or if that does not work (it may refuse to display, or display but crash on exit), try not specifying any chipset. Then adjust the monitor settings for higher resolution - HorizSync and VertRefresh.
David's libvga is probably for use with the 2.4.31 kernel that you need for usb-storage, since the older ones won't work with it.
