You don't need the passwd.tgz package to telnet.
You need it to run the telnetd server (which accepts
remote logins). The default BL3 does not do logins
-- the passwd.tgz package adds that ability.

I get it. I recall telnetting from BL3 to BL2, probably for that reason. It was so amazing when it worked with microcom.
