Instructions for installing mc on BasicLinux are at
the BasicLinux.

There's no confusion. If you use RedHat (or similar),
you get an .rpm. If you use Debian, you use a .deb.
If you use Slackware, you use a .tgz. What's the
problem?

Those packages are pre-compiled for particular
distributions. The source code (which will work
on any distribution) is usually available too.
Take your pick.

You miss the point. There are significant differences
between distributions (eg. location/structure of config
files, directory structure). To avoid headaches, choose
a distribution and stick with.
