There has been an entry in the FAQ about this for a while.
On some systems with a weirdo BIOS (eg. Compaq), the POST
leaves the keyboard in a nonstandard state. As a result,
the 2.2 kernel boots with a dead keyboard (you are unable
to enter anything at the login prompt). The solution is
to add the kbd-reset parameter to the loadlin line.
Since the keyboard reset does no harm, I decided to make
it the default in BL 2.1 (thereby avoiding that problem for
the few users affected). It you have a well-behaved BIOS,
feel free to remove that parameter.
