I'm assuming this means you (or someone else)
correctly burned the memtest ISO image onto a
CD.

If it's an ISO-based CD (see above) then you
don't place it anywhere; it boots from the
CD-ROM. You need to go into your BIOS, set it
to boot from the CD-ROM, insert the disk and
restart your computer. The CD contains a tiny
operating system and will run itself, giving
you step-by-step directions on how to use it.
