You need to look at the total context including the verses following, not only at the preceding verse. The total immediate context goes at least through verse 8.

Also look at the total context in which the book was written, and that has some influence on what Amos says.

This translation comes from Judaic Classics - it is not my own.  Clearly the context suggests that there is a prob;em / issue between G-d and Yisrael.  This is not about making an appointment. This is about be able to work together.
 This clearly does not mean "except they were summoned to meet?” as Karl suggests.
