Depends on the field.
In Hebrew Language, at Hebrew U
theses are written in Hebrew.
Not a surprise.
In Hebrew Bible, requests can be made to write in
English or another language, I think.
My daughter is writing hers in Hebrew, but I don't
know the rule set.
