To the best of my knowledge, all analysts place Penuel on the Jabbok River,
east of the Jordan River. The location of Penuel and Succoth east of the
Jordan River is confirmed at Judges: 8: 4, 8:

“And Gideon came to the Jordan and crossed over….And from there he went up
to Penuel, and spoke to them in the same way, and the men of Penuel
answered him as the men of Succoth had answered.”

The end of chapter 32 of Genesis and the first verse of chapter 33 of
Genesis make it clear that Jacob’s meeting with Esau occurs at Penuel:

“Jacob called the name of the place Peniel….The sun rose upon him as he
passed Penuel, limping because of his hip. And Jacob lifted up his eyes and
looked, and behold, Esau was coming, and four hundred men with him.” Genesis
32: 30 – Genesis 33: 1.
