Not "less than a thousand", but, to quote Rolf on 27th July this year:

the 1,027 examples of YIQTOL with past reference


Also on 9th June 2004 he mentioned:

more than 2,000 YIQTOLs with present reference


These figures exclude WAYYIQTOLs and presmably WEYIQTOLs. And this is not a tiny percentage. I can't find a figure for the total number of YIQTOLs in the Hebrew Bible, but it is not many tens of thousands.

On 20th August 2000 (in https://lists.ibiblio.org/sympa/arc/b-hebrew/2000-August/007965.html) Rolf wrote, relating I think to Genesis only:

37 % of
the YIQTOLs and 64 % of the WEQATALs have future reference


So, it would seem that the numbers of YIQTOLs which are past, present and future by Rolf's reckoning are each of the same order of magnitude. I don't think Rolf has posted here his full statistics for YIQTOLs. Perhaps he might like to now.
