It almost seems that the Catholic Church has created a hybrid name "Yahweh",
which has the vowels of "Jabe" and the consonants of "YHWH".

It was not created by the Catholic Church, but originates probably with the Protestant Gesenius.

Peter,
Did the Samaritan language resemble the Hebrew language in about 400 A.D.?

Yes.

Do the letters yod and he, and waw look the same in the Samaritan language?

The Samaritan script was and is similar to the palaeo-Hebrew. These three letters would have been distinct from one another but similar to the palaeo-Hebrew forms which were still used for the divine name in some MSS of the 1st century CE.
