Karl,
So are you suggesting that in a construction with SWT ... L)MR + imperative ..., the speaker who is the subject of the verb SWT doesn't really want the addressee to do what is specified in the imperative mood? I have a hard time seeing that, but I've hardly done an exhaustive study of SWT in other passages.

A shout "...C(Q...L)MR..."

From these and other examples, the phrase L)MR is not a
verb, but the equivelant to the English word "quote" to put
into words what is commanded, declared, expressed, shouted
and so forth. An English example would be "As he sank in the
quicksand, he shouted, quote, Get me out of here!"

It seems to me that the verb, however, does not mitigate the _direct
discourse_ presented at the end of 2 Sam 24:1. YHWH, or perhaps more
precisely the anger of YHWH, "says" (אמר )MR) to David, "Go,
count ..." That is much more than "allowing."
