I think this is a mistranslation. Job is not calling out to his judge
directly in this verse, rather he is calling for justice. He looks for a
judgement in his favor as his friends are accusing him of all sorts of
wrongdoing that he has not done.
As for a PL root, I know of none. There is NPL to fall, PWL broadbean, PL)
beyond reach as in a miracle, PLH to mark out as in selecting for separate
treatment, PLL to intercede for i.e. to act as a lawyer. I see no unified PL
root.
