Dear Jason,

That is my understanding, too, that the Shurek is never short in biblical
Hebrew. See GKC 9n.

But GKC 9o, the very next subsection, mentions exceptions to this rule, giving as examples HW.K.FH Ps 102:5; YW.L.FD Job 5:7; K.W.L.FM Jer 31:34; M:&W.K.FTOW Isa 5:5; (:ARW.M.IYM Gen 2:25. In these cases followed by dagesh forte the syllable is unambiguously closed, and presumably indicated as unstressed.
