Probably these two words have been related in the exegesis of this text and
did you learn it that way. Philologically, however, it seems unlikely that
these words are related. As George wrote, TWB is originally a 2-letter root
TB (attested in Ugaritic). TB( is a 3-letter word, and the ayin is a strong
consonant which is not added nor deleted in the history of Semitic
languages.
Moreover, the rendering of Tev`a by "nature" is a derived meaning from the
root TB( II, "to round, shape > to coin" (Jastrow, Dictionary, 518-519),
which was found in late Hebrew (after the period of Talmud and Midrash acc.
to Jastrow, so mediaeval). So I am afraid that your supposition has no
ground.
