A shewa that is the fourth item in a syllable will always be a silent shewa
that closes a syllable.
In any other positions, the shewa will end the syllable, but it will be an
open syllable.

PS- Shewa will usually not be written as the last item in a word.

As for the word "all" (KWL) -- I was taught to take the shortened form (with
qames hatuf) with a
maqqef as being in construct with the followingf word, thus yielding "All
of..." (not just
"All...").
